SUBJECT: Temporary Removal of Storage Restriction

Gentlemen:

On May 13, 1987, the above referenced structure was inspected in accord-
ance with Section 37-87-107, C.R.S. (1973)(1986 supp.), which assigns to the
State Engineer responsibility for determining the safe storage level for the
reservoirs within this state.

Since the safety concerns appear to have been corrected by the recent
repairs and it is necessary to test the repairs. the storage restriction
established in my July 17. 1986 letter is hereby removed. The monitoring
program outlined in the specifications approved January 15. 1986, must be
adhered to_ The monitoring data and results must be submitted to us on a
monthly basis. Once the monitoring program proves the design and construction
is successful, the temporary removal of the storage restriction will be made
permanent_ Please be advised that in the event the seepage path has not been
cut off effectively, the storage restriction will be reinstated.

Please contact Mr. Brian J. Ahrens if you have any questions regarding
the safety of the dam.
