Chapter V - Evaluation of Alternatives

Five factors were used to evaluate the alternatives which include: I) Project output/yield; 2)
Project costs; 3) Impacts on the man-made environment, the natural environment and the existing social
structure; 4) Financial feasibility; and 5) Institutional requirements for project implementation. The
reservoir impoundment will remain at the historic storage capacity of 8,051 acre-feet at reservoir
elevation 4975 for all the alternatives. The dam height will not be increased from the existing 35 feet for
any the alternatives. The following sections describe the project's output/yield, impacts and institutional
requirements.

A. Impacts

A.1 Man-Made Environmental Impacts

There will not be any environmental impacts to existing dwelling units, commercial facilities, or
other structures in the area. There are no utilities or roadways that will have to be relocated for the
project. There are no additional lands that would be inundated above the historical impoundment
elevation 4975. Construction staging will be limited to the existing parking area located on the left
abutment and below the normal high water elevation 4975 within the reservoir.

A.2 Natural Environmental Impacts

Impacts associated with the natural environment will include approximately 125 acres of the
historical reservoir area to be flooded. No additional areas above the historical reservoir elevation 4975
will be flooded.

No additional impacts on streamflows will occur from the historical amount. The historical use
pattern will be reestablished upon completion of the project negating any water quality impacts after
construction. All federal, state and local regulations regarding water quality during construction will be
adhered to by the contractor.

Horseshoe Dam NO.2 Outlet Works Study

24

BOYLE
