.

.

Exhibit A

Scope of Work for CDSS System Integration Maintenance
Riverside Technology, inc.
November 11, 2002

Introduction
The goal of this work is to provide maintenance activities from January 2003 to June 30, 2003 in
order to sustain existing CDSS (Colorado's Decision Support Systems) components at
production level, enhance the system in response to technology changes and user requirements,
increase access and use of the CDSS, and support training to State personneL

Riverside Technology, inc, (RTi) has been the system integration contractor on each of the
existing CDSS projects (Colorado River DSS [CRDSS], Rio Grande DSS [RGDSSJ) and
ongoing South Platte DSS [SPDSSJ), In this role, RTi has played a major role in the
implementation of the HydroBase relational database, data management and viewing tools, and
model interfaces, RTi has also been involved in the processing and use of GIS (Geographic
Information System) data, As the system integrator for the CDSS projects, one of RTi's main
responsibilities has been to develop software applications to promote a data-centered system,
These applications link to the database where appropriate and consist of general viewing and
analysis tools and applications to support modeling, Applications are written primarily in Java
and Visual Basic, The products resulting from development by RTi, the CWCB and DWR, and
other contractors are installed on the State's computers and the CDSS web site,

Auuroach

Since the CDSS is a dynamic system, scheduled maintenance activities are difficult to anticipate;
however, because of RTi's familiarity with the CDSS components, maintenance activities
typically do not require extensive learning curve or scoping and will be done on an as needed
basis only after agreement by the State's management team, In the case of system enhancements,
CWCB and DWR, contractor, or RTi personnel may identify a need to make system
enhancements to correct limitations or add new functionality, In the case of support to the
CWCB and DWR and contractors, issues are typically brought to the attention of the State CDSS
management team or directly to RTi. In the case of support to external users, issues are typically
brought to the attention of the State CDSS management team, which forwards relevant issues to
RTi, This approach has worked successfully for both the CRDSS and RGDSS projects,

Page 1 of 8 Pages
