March 10-11,1998, Board Meeting-
Farmers Pawnee Canal Company

Approval of a Small Project Construction Fund Loan in amount of $29,000 to
rehabilitate the diversion dam and headgate structure.

BACKGROUND

The Farmers Pawnee Canal Company (located in Logan County) has applied for a Small Project
Loan to undertake rehabilitation of their diversion dam and headgate structure on the South Platte
River. They have requested a loan of up to $29,000, approximately 26% of the estimated
$110,000 cost of the project. '

The diversion darn and head gate is located about 14 miles southeast of Sterling (see attached
map), and was damaged by flooding in August 1997. Floodwater undennined the concrete
structures, leaving them unstable and susceptible to total failure during the next high water. The
Company applied for and received emergency grant funding through the Natural Resources
Conservation Service (NRCS) to cover about 75 % of the cost of the project.

Lynn R. Lovell, NRCS Sterling, has completed reconnaissance level engineering design work,
has reviewed the feasibility of several design alternatives, and has developed a cost estimate for
the project.

DISCUSSION

The purpose of the project loan is to rehabilitate the Company's diversion and headgate structure
on the South Platte River.
