This will provide
jobs and crops that will be used for feeding livestock in the valley or will be shipped out to
bring in outside money to stabilize the local economy.

The project will have no significant physical impacts, once construction is complete. Other than
the pump stations and wasteway structures, the balance of the project will be below the ground
level and not noticeable to the general public.

PERMITIING

There are no wetlands along the ditch right-of-way and the ditch will all be on private property
except for one crossing of Highway 96/50, for which the bridge is already in place. No EA or
EIS will be required. The project is exempt from 404 permitting requirements per Federal
Regulations (33 CFR 323.4). See Appendix E.

FINANCIAL PLAN

Sources of funding for the project consist ofa loan from the Colorado Water Conservation
Board in the amount of $330,000 and private financing by the sponsor for the remainder.

Feasibility Study
Rehabilitation of the Excelsior Ditch
July 1996; Updated March 1998

Page 15
