One important favorable situation is the winter storage season on
the Arkansas River, running from November 15th to March 15th each year. During this time
the river call is 1910, placing the Excelsior in priority for the full time, thus allowing a recharge
program to function throughout this 120-day period. See excerpts from the Arkansas
Groundwater Users Association 1997 Plan Year; Arkansas River Replacement Plan; March I,
1997, in Appendix D.

COST ESTIMATES

The selected alternative is estimated to cost a total of $ 728,000. Planning costs will be
absorbed by the sponsor. Design will be by the company engineer and NRCS (SCS) . The
construction cost estimate, including contingencies, is provided by the company engineer.

Phase 1 Cost Estimate

Item
I.
