10 - CONCLUSIONS AND RECOMMENDATIONS

10.1 CONCLUSIONS

I

10.1.1 The need for the project is established based on the condition
of the existing system, the quality and quantity of existing supplies
and the projected population growth.

I

10.1.2 Although water rates will be high in relation to normal and less
extensive treatment systems, the project is financially feasible
if adequate grant and low interest loan funds can be acquired.

I

10.1.3 Because of escalating construction costs due to inflation, the
St?ge. I project should be completed as soon as possible.

I

10.2 RECOMMENDATIONS

I

It is recommended-;that the Board of Trustees of the Town of Swink take the follow-
ing steps to proceed with the project:

10.2.1 By resolution, adopt this report as written (or amended) and express
a determination to proceed with the project.

I

10.2.2 Set up a preapplication conference with representatives of the
Colorado Water Conservation Board and the Farmers Home Administra-
tion to formalize applications to each agency.

I

10.2.3 Prepare and submit an application for 100% financing of Project I
of the Stage I construction to the Economic Development Administra-
tion.

I

10.2.4 'Prepare and submit the applications for other grant and loan funds.

I

10.2.5 If determined necessary by the preapp1ication conferences, begin
arrangements for commercial financing.

I

10.2.6 Adopt and implement the appropriate water-~ate structure as deter-
mined by results of preapplication conferences. Adoption of the
new rate structure should be effective no later than January 1,1977.

10.2.7 Enter into a contract for engineering services for preparation
of construction plans and specifications for the Stage I project.

I

10.2.8 Purchase or acquire options to purchase the sites and easements
required for the Stage I construction.
