For the purpose of establishing a water rate structure, <br />the average quantity used is estimated conservatively at 60 gallons/capita/day, <br />of potable water and 80 gallons/capita/day of non-potable water. Existing <br />population indicates an average of 2.65 capita per hookup. <br /> <br />Average water use per month (potable water) = 2.65 capita/hookup x 60 gpd x 30 <br />days/month. = 4,770 gallons/month. <br /> <br />Average water use per month (non-potable w~ter) = 2.65 capita/hookup x 80 gpd x <br />30 days/month = 6,360 gallons/month. <br /> <br />The rates shown below are the rates required to finance the project improvements <br />depending upon the type of financing that can be obtained. <br /> <br />Rate #1: Potable Water; $10.75/mo. minimum bill - 1st. 2,000 gal. <br />+ 1.75/1000 gallo08---all over 2,000 gal. <br /> <br />Non-Potable Water; 4.00/mo/hookup - Flat Rate <br /> <br />Average Annual Income: $235.17 or $19.60/mo. <br /> <br />Rate #2: Potable Water; $11. 25/mo. minimum bill - 1st 2000 gal. <br />+1.75/1000 gallons - allover 2000 gal. <br />Non-Potable Water; $4.00/mo/hookup - Flat Rate <br /> <br />Average Annual Income: $247.17 or $20.60/mo. <br /> <br />Rate 113: Potable Water; $9.25/mo. minimum bill - 1st 2000 gal. <br />1.70/1000 gallons - allover 2000 gal. <br /> <br />Non-Potable Water; $3.50/mo.hookup - Flat Rate <br /> <br />Average Annual Income: $209.50 or $17.46/mo. <br /> <br />Rate #4: Potable Water; $6.00/mo. minimum bill - 1st 2000 gal. <br />1.35/1000 gallons - allover 2000 gal. <br /> <br />Non-Potable Water; $3.50/mo/hookup - Flat Rate <br /> <br />Average Annual Income; $158.87 or $13.24/mo. <br /> <br />Rate #5: Potable Water; $8.75/mo. minimum bill - 1st 2000 gal. <br />1.70/1000 gal. - allover 2000 gal. <br /> <br />Non-Potable Water; $3.50/mo/hookup - Flat Rate <br /> <br />Average Annual Income; $203.50 or $16.96/mo. <br /> <br />The number of hookups per year are calculated at the rate of 2.65 capita per <br />hookup and based on the population projection shown previously in this report. <br />Average annual hookups are shown below in Table 6. <br /> <br />Regardless of the water. rate established, the rates should be reviewed at least every <br />three years and adjusted accordingly. Surplus and reserve funds should beaccumu- <br />lated in interest-bearing accounts to provide funds for required bond coverage, <br />deficiencies in operating revenues, emergency and extraordinary repairs.or addi- <br />tions, and toward future planned capital projects. <br /> <br />-45- <br />
