The loan is for the rehabilitation of the Windsor Reservoir and Canal <br />Company's irrigation system. <br /> <br />The Board approved an increase of$301,500 from the 2003 Construction Fund for a new total <br />amended loan amount of $2,658,500. The loan terms are $1,202,000 at 4.15% for 30-years and <br />$1,456,500 at 4.00% for 30-years. 1 have attached a copy ofthe updated Board memo concerning the <br />Windsor Reservoir and Canal Company's loan request. Please refer to page 5 of that memo and to the <br />Section "Action taken by the CWCB May 20,2003". <br /> <br />The Board's approval was based on the Windsor Reservoir and Canal Company meeting the <br />following conditions: <br /> <br />1. The Board of Directors of the Windsor Reservoir and Canal Company will adopt, and the <br />Company's shareholders will approve and increase in assessments to provide adequate debt <br />service coverage for the new loan and for all existing loans. <br /> <br />2. The Board of Directors and the Shareholders of the Windsor Reservoir and Canal Company <br />will adopt a resolution or resolutions approving the loan, the pledge of revenues and the <br />conveyance of a security interest in the three reservoirs. <br /> <br />Flood Protection.
