erosion. The District therefore intends to replace the existing line with a 48-and 54-inch
diameter pipeline in a somewhat modified alignment.

1988 andl991 Feasibility Studies

The initial feasibility study for the project was completed in October of 1987 by Western
Engineers of Grand Junction. The Western Engineers study included six alternatives and
proposed a pipeline route essentially parallel to the existing pipeline but bypassing the
existing 2,100-foot long tunnel. The cost of the project was estimated at about $16.7
million and the pipeline was designed with 36-and 42-inch diameter pipe.

After evaluation of the Western Engineers' report, it was detennined that the
recommended alternative route presented special engineering and regnlatory
considerations which would require additional analysis prior to final route selection. The
District therefore retained the firm of Steffen Robertson and Kirsten, Inc. (SRK.) of
Lakewood to prepare a supplemental feasibility study. The.SRK. study was completed in
February 1991 and recommended a somewhat different pipeline route to include a 3,000-
foot tunnel adjacent to the existing tunnel.

CWCB Funding

The preliminary project configuration and $16.7 million cost estimate from the Western
Engineers study were presented to the Board in December of 1987. The Board
recommended to the legislature a loan of $8.0 million from the Construction Fund to the
District for the Plateau Creek Pipeline Project. The $8.0 million in funding was
subsequently authorized by the legislature in 1988 in SB-30.

In 1987, $62,500 was disbursed in the form of a loan to the District for the Western
Engineers feasibility study (and later made a part of the 1988 authorization). In March
1993, the Board approved an additional disbursement to the District of $400,000 for the
rehabilitation and enlargement of a pumping plant on the Colorado River to serve as an
alternate source of water supply for the District. The pumping plant project was
completed in 1995.

The loan contract (No. C-153670B) between the District and the ewCB for the
remainder of the authorization is for a principal amount of $7,537,500 at a lending rate of
5.0 percent with 30 annual payments beginning one year after substantial completion of
the project. Since June of 1995, a total of $1,110,349 has been disbursed for planning and
permitting work as described below.

Of the original $8.0 million authorization, the remaining balance then is $6,427,151 as
summarized in Table 2:
