Alternative No. 3 is attractive only if North <br />poudre were in need of extra water and had a use for the water. <br />At this time the need is not there, however, it may be an <br />alternative that would reap benefits in the future. The amount of <br />private land to be bought and the number of landowners involved in <br />the transaction would be a negative side of Alternative 3. <br /> <br />Fifty percent of the project cost could be financed through <br />the CWCB. If approved, the CWCB will loan The North poudre <br />Irrigation Company $311,000. North Poudre will repay the loan <br />over a 40 year period at a five (5) percent interest rate making <br />the annual payment $18,200. The CWCB has committed to a loan of <br />$250,000 based on estimates made in 1985. This additional amount <br />will have to be pursued with the CWCB as to availability. <br /> <br />The payment of North Poudre's share of the total project cost <br />is expected to be paid through assessments. This will require <br />some increase in assessments in 1990 and 1991. The estimated <br />assessments for 1990 are $90 per share, and the estimated <br />assessments for 1991 are $85 per share. By 1992, we are project- <br />ing assessments back to the $70 level. <br /> <br />iii <br />
