.

.

C* .ddm) recommended and developed in Task 2. The simulation will be performed with
StateMod's variable efficiency and soil moisture options set to "on". The simulation log file will
be reviewed for errors and warnings. Selected structures will be reviewed in detail for
reasonableness.

Task 3.2 Compare StateCU Variable Efficiency and Soil Moisture Accounting Calculated Model
Results to Previous Model Results and Historic Measurements
Prepare a technical memorandum that compares the results of the calculated monthly Yampa
River Basin Model StateMod simulation with variable efficiencies and soil moisture accounting
to the previous Calculated Yampa River Basin Model results and historic measurements. The
comparison will concentrate of the recent period of 1976 through 1996. The results will be
assessed to determine the effect of calculated demands, variable efficiency, and soil moisture
calculations on the model calibration by comparing:
Simulated verses Previous Simulated Diversions, Streamflows, and Reservoir Contents
Simulated versus Historic Diversions, Streamflows, and Reservoir Contents
Representative structures will be reviewed to see the specific effects of the variable efficiency
simulation on wet, average, and dry years. This technical memorandum will include up to 15
figures that compare results in graphical form, including time series and big picture plots. Note
that additional calibration is not included in this Scope of Work.

Task 3.3 Develop Procedure Memorandum
Prepare a step by step procedure memorandum for developing StateMod input files (including
irrigation water requirements C* .ddc); baseflows; and calculated demands), simulating the basin
models using StateMod with the variable efficiency option, and presenting and comparing the
results to previous model results. After State review, address comments and concerns in the final
memorandum.

TASK 4 - ASSESS BENEFITS TO THE Y AMP A CRDSS EFFORT AND ESTIMATE
ASSOCIATED COSTS FOR OTHER CRDSS BASINS

Objective:

Analyze the Yampa basin results in terms of increased accuracy in the representation of water use and
river flows and estimate the potential benefits to other CRDSS basins. Estimate the costs associated with
preparing input files and simulating other CRDSS basins using the variable efficiency and soil moisture
accounting approach..

Approach:

Task 4.1 Estimate the Potential Benefits of Using Variable Efficiency
Based on the results in the Yampa basin, estimate the potential benefits of simulating CRDSS
basins models using StateMod variable efficiency methodology. The potential benefits will be
based on following:
- Enhanced overall basin calibration
More accurate representation of water-rich or supply-limited structures
Better calibration during wet or dry hydrologic years
More accurate simulation of diversions during the early and late irrigation season
In addition, the potential benefits to other basins will also be assessed based on the range of
efficiencies seen in other basins, as determined by the previous CRDSS StateCU historic crop
consumptive use analyses. The assessment will also look at previous simulated versus historic

C:\Cdss\statemod\Variable eff evaluation contract_ 4.doc

Page 14
