.

.

simulated using the variable efficiency and soil moisture approach, the irrigation water requirement is
used in conjunction with the headgate demand to calculate consumptive use, return flows, and actual
water use efficiencies.

Objective:

Re-create the current Yampa River Basin StateMod input files using the enhanced DMls and enhanced
StateMod. Create the irrigation water requirement file (*.ddc) to simulate the Yampa River Basin
StateMod model with variable efficiencies for the period 1909 through 1996. Create baseflows using the
variable efficiency and soil moisture accounting options and compare to current baseflows. Simulate the
historic model with variable efficiency and soil moisture accounting and compare to current historic
results.

Approach:

Task 1.1 Reproduce Existing StateMod Results
The revised version of the StateMod executable, GUI, and associated documentation will be
downloaded and reviewed to understand the enhancements incorporated since the version used to
simulate the CRDSS basin models. Enhanced DMls will also be downloaded and reviewed. The
Yampa model input files will be developed using the appropriate DMls and command files
developed for the Yampa River basin. StateMod will be executed using the re-created input files,
with variable efficiency and soil moisture options inactive, for the period 1909 through 1996.
The new input files and StateMod results will be compared to the existing input files and results
for consistency.

The comparison will be documented in a brief memorandum. Any problems re-creating input
files or StateMod results will be identified and resolved interactively with the State.

Task 1.2 Estimate Historic Irrigation Water Requirement for the Period 1909 through 1996
Develop historic irrigation water requirement file (* .ddc) for the period 1909 through 1996.
Irrigation water requirements will be developed for the period 1909 through 1975 using the
calculated irrigation water requirements for 1976 through 1996 and the wet/dry/average year
approach. The wet/dry/average year approach to estimating historic time series, which includes
a proration based on water rights, was developed for the CRDSS basins to estimate historic river
headgate diversions. (see CRDSS Yampa River Basin Documentation)

Task 1.3 Run StateMod to Create Basetlows using the Variable Efficiency and Soil Moisture
Accounting Approach
Baseflows will be developed for the period 1909 through 1996 using the same methodology as
used in the CRDSS Phase III effort as follows:
I. Run the historic Yampa River Basin model using the StateMod -baseflow option for the period 1909
through 1996 with the input files developed in Tasks 1.1 and 1.2.
2. Use the mixed-station model to fill missing baseflows at gage locations.
3. Run the StateMod -baseflowx option for the period 1909 through 1996 to determine baseflows at
ungaged location, based on area/precipitation proration.
The simulation log files will be reviewed for errors and warnings. The resultant baseflows will
be compared to the baseflows generated during the CRDSS simulation for the period 1909
through 1996. The results of the comparison will be documented in a technical memorandum
using tabular and graphic representations. Any concerns will be documented.

Task 1.4 Run Historic Monthly Yampa River Basin StateMod Model

C:\Cdss\statemod\Variable eft evaluation contract_ 4.doc

Page 11
