FEASIBILITY STUDY
Stone Canyon Reservoir

INTRODUCTION

The Town of Lyons is located in Boulder County, Colorado. It was incorporated in 1891 and has a current
population of approximately 1,700 people. The Town of Lyons Comprehensive Plan (BR W, 1998) projects
a fmal build out population of approximately 3,000 people in the Town and surrounding areas. Wright
Water Engineers, Inc. recently completed the Town of Lyons Long Range Water System Plan to assess and
plan for the Town's future water needs. This plan identifies a need for a new water storage reservoir to
store Colorado Big Thompson (C-BT) water in order to meet the Town's water demands.

The Town of Lyons has identified a potential storage reservoir location in Stone Canyon just east of the
Town. The purpose of this study is to determine the feasibility of construction of a new storage reservoir
at the Stone Canyon site.

PROJECT LOCATION

The proposed dam and reservoir site is located in Stone Canyon which is approximately one mile east of
Lyons and can be accessed by way of State Highway 66 and Nolan Road. The exact location is Section
17, Township'3 North, Range 70 West of the 6th Prime Meridian. Figure 1 included herein shows the
project location.

PROJECT SPONSOR

This feasibility study is sponsored by the Town of Lyons and the Colorado Water Conservation Board
(CWCB). The Town currently has a population of approximately 1,700 people which is expected to grow
to a population of 2,635 by the year 2020 with a maximum population of 3,000 based on the Town of
Lyons Comprehensive Plan, The Town's total revenues for the year 2000 were $888,222; total
expenditures were $732,581; with a remaining balance of $455 ,248. For the year 2002 the projected total
revenues are $843,688; total expenditures of $896,029; with a remaining balance of $317,038.

The Town's Articles of Incorporation are included in Appendix A and the Town's financial statements and
budget projections are provided in Appendix B.
