WOOdwardoClV_ -,

direct shear tests would be performed to develop engineering properties, including
residual strength, for use in the analyses,

Task 4 - Stability Analyses

Stability analyses will be performed using the computer program UTEXAS3, which is
more suitable for evaluation of embankment slides than many slope stability analysis
programs. U1EXAS3 allows variation in the geometry of the slide plane to model
discontinuities in the soils, such as irregular slide surfaces identified in the drill holes and
along soil interfaces in zones of the embankment (such as through the puddle core) or
foundation materials. In addition, we will model the slope movement using a Factor of
Safety equal 1.0 (incipient failure). Based on the results of our analyses we will develop
the most likely failure scenario( s) and then prepare repair measures to restore the
embankment to operating condition. The repair measures would be developed based
on the Colorado State Engineer's requirements,

Task 5 - Report

We will prepare a report, signed by a Professional Engineer registered in the State of
Colorado, summarizing the results of our field investigation, laboratory testing, stability
analyses, and our reconimended repair plan. We will also provide a construction cost
estimate for the repairs including final design and construction engineering costs.

4.2 SCOPE OPTIONS

We have summarized below several scope options. These include options requested by
Mr. Templeton (i.e., options for spillway enlargement, outlet works camera inspection,
and raising the embankment 3-4 feet), and options that we believe are important in
developing a repair to the dam, but were not specifically included in the scope
description provided by the Water Company. We would be happy to meet with the
Beaver Park Water Company Board to discuss the basic work scope and the scope
options presented below,

Woodward- Clyde Consultants

23360/PR0.4 12-08-93(8:S3am)/RPT

4-3
