r~

Woodward-CIA.'

.'

3.1.2.2 Hydroloeical/Hydraulic Capabilities

WCC has been engaged in water resources services for many years, particularly in the
field of surface water hydrology, hydraulics, and water resources management. WCe's
staff of hydrologic/hydraulic engineers has solved problems ranging from simple culvert
design to the complex hydraulic routing of dam-break flood waves through narrow
mountain valleys, The firm's surface water specialties include modeling rainfall-runoff
under design precipitation conditions, developing site-specific reservoir routing models
and incremental damage and flood flow analyses, evaluating watershed attenuation
methods and spillway routing alternatives for existing dams, redesigning existing spillways
and outlet works to convey revised inflow design floods, designing channel stabilization,
and developing scour and erosion control designs.

Our hydrologic and hydraulic analyses are completed through the use of a full array of
state-of-the-art computer programs, such as HEC-l, HEC-2, and NWS DAMBREAK.

3.1.3 Specific Pertinent Experience

As noted previously, Appendixes B and C include information on a wide variety of
WCe's dam design and rehabilitation projects. In this section, we would like to highlight
several of our past projects, which we believe are particularly pertinent to the
investigation and design of repairs to Brush Hollow Dam.

Woodward-Clyde Consultants was asked to assist in the evaluation of an earthfill dam
in the Midwest which experienced major movement during initial filling. Movements on
the order of inches/month were noted thereafter. Perforated PVC pipe piezometers
sheared off within days of installation. We developed and installed a piezometer system
to measure pore pressure in the dam and remotely read and analyzed the data. This
data was used to develop remedial alternatives for the dam. In addition, we supervised
and logged an exploratory excavation into the slope movement area to investigate the
slide plane to assist in evaluation of the failure mode and development of repairs,

Woodward-Clyde Consultants

23360/PRO.3 12-08-93(8:S3am)/RPT

3-5
