<br />WOOdwardoClyl <br /> <br />. <br /> <br />1.0 <br />INTRODUCTION <br /> <br />1.1 GENERAL <br /> <br />Woodward-Clyde Consultants (WCe) is pleased to submit this proposal to provide <br />geotechnical investigation and design services for Brush Hollow Dam. We have <br />prepared this proposal based on your summary of work requested by the Colorado State <br />Engineers Office and verbal discussions with your Mr. Troy Templeton on September 30 <br />and October 7, 1993. <br /> <br />This technical proposal contains information on (a) our understanding of the project <br />(Section 1.0); (b) our proposed project team and organization (Section 2.0); (c) WCe's <br />qualifications and experience and the specific experience of key personnel designated for <br />this project (Section 3.0); (d) a presentation of the approach and scope of work; (e) a <br />discussion of WCe's approach to the problem and recommended modifications to the <br />scope of work (Section 4.0); and (f) our estimated fees (Section 6.0). <br /> <br />1.2 UNDERSTANDING OF THE PROJECf <br /> <br />Brush Hollow Dam is a ?O-foot high earthfill dam with a puddle core. The crest width <br />is about 12 feet and the dam has a 3:1 (horizontal:vertica1) upstream slope and a 2:1 <br />downstream slope. According to available plans, the puddle core had a top width of <br />about 5 feet with 1:20 sideslopes down to natural ground and a narrow trench core <br />below that level to bedrock. The dam was apparently built in the 1920s. <br /> <br />Beaver Park Water Inc. (Water Company) has a few old photographs that show a sluice <br />in operation and horse drawn equipment being used to construct the dam, The <br />upstream slope was reportedly covered by 9 inches of hand-placed riprap, In about 1981, <br />the reservoir was drawn down for replacement of the gate operator with a hydraulic gate <br />operator at the crest of the dam.
