The initial project cost of $17.5 million was funded by a CWCB Construction Fund loan,
by a loan and grant from the U.S. Bureau of Reclamation (USBR) and by the District as follows:

The Construction Fund loan for the project was made under a contract with the District, as
amended July I, 1987, for a 40-year loan at a 5-percent lending rate. Annual principal and
interest payments on the loan are $470,252. As collateral for the loan, the District has issued a
water conservancy bond pledging the full faith and credit of the District to the repayment of the
loan. In addition, a $400,000 grant for the project was made from the Mitigation Account of the
Construction Fund in 1989.

J
