We plan to present your loan request to the Board at the November 25 and 26 meeting in Denver. In the next week or two, I'll prepare a draft memo to the Board outlining your request as well as some background information on the Upper Yampa Water Conservancy District and the Stagecoach Project along with a recommendation as to the financial feasibility of the loan and a suggested lending rate. To assist me in the preparation of the Board memo, it would be helpful if you could send the following types of information: A description of the District including the service area, service area population and median household income (if available), board of directors, existing facilities, and sources of revenue, A copy of the District's 1995 financial statement, Any project completion report which may be available for Stagecoach, The names of the entities which contract for water from the project and the amounts of water contracted for as well as the terms under ,which the water is sold to each entity, and Any other information which you feel would be useful and of interest to the Board, As I mentioned in our telephone conversation, we have a number of Board members who have been appointed in the last few years and who may not be familiar with the project or the District.
