It is the general policy of the State of Colorado to be as inclusive as possible to ail <br />member communities when spending taxpayer doiiars. It is also the intent of the State to <br />address the goals of the Executive Orders of 17% of total contract value to be awarded to <br />MBE's (Executive Order #D005587) and between 8 and 23.8% of total contract value to be <br />awarded to WBE's (Executive Order #D000594). Contractors and suppliers are reminded <br />that it is iilegal to discriminate in Colorado. Minority Business Enterprise (MBE) means, for the purpose of this report, a business <br />enterprise at least 51 percent of which is owned and controlled by minority group members, <br />or, in the case of a publicly owned business, at least 51 percent of the stock of which is <br />owned and controlled by minority group members. Eligible persons are expected to be <br />engaged full time in the day-to-day operation and management of the business.
