Institutional Considerations The Ditch Company has applied to the CWCB to borrow $300,000 from the Construction Fund Loan Account. The loan from the CWCB is contingent upon CWCB approval, and the successful negotiation of a contract between the CWCB and the Ditch Company, I I I I I I I I I I I I A letter was received from the Welch Ditch Users Association (WDUA) on November 23, 1996 which expressed concerns regarding the ability ofthe Welch Ditch system to deliver all of the water contracted to the independent small users along the ditch under the proposed project. The Agricultural Ditch Company has assured the WDUA that there will be no injury to users under the Welch Ditch system as a result of the proposed project. The project will restore the ability of the Welch Ditch to deliver its full decreed amount. <( Based on this assurance, the WDUA verbally expressed their support of the project at the November CWCB Board meeting. The WDUA also expressed a desire to participate in the final design of the project. With respect to this request, the Agricultural Ditch Company has agreed to keep the WDUA informed of the progress and development of the project, and will allow the WDUA to review and comment on the final design ofthe project A letter was also received from the Jefferson County School District R-I dated November 22, 1996 which expressed concerns regarding the ability of the proposed project to continue to supply water through the upper section of the Welch Ditch to the Golden High School. The Agricultural Ditch company has assured the Jefferson County School District that water will continue to be diverted at the Welch Ditch Clear Creek head gate for delivery to the Golden High School before it is dropped into the Agricultural Ditch for delivery . to the remaining Welch Ditch users downstream, Opinion of Feasibility The selected alternative is technically and financially feasible, There are no significant obstacles which wouldkeep the Ditch Company from successfully completing this project. - 14- ~ I Bishop.Brogden AsSOCiates.
