<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />with the operation of the ditch. <br /> <br />Social, Economic, and Physical Impacts <br /> <br />Meetings have been held with Jefferson County Open Space to discuss the potential of extending the open <br /> <br /> <br />space trail system along the old right-of-way of the Welch Ditch in sections that will be abandoned. A public <br /> <br /> <br />access trail system would have a positive social impact; however, this aspect of the project has not yet been <br /> <br /> <br />confirmed. <br /> <br />The project will have a positive economic impact by providing a more efficient and consistent supply of <br /> <br /> <br />irrigation water to the Welch users at no additional cost to the individual shareholder. By abandoning high- < <br /> <br /> <br />maintenance sections of the Welch Ditch, annual maintenance and repair costs, as well as seepage losses will <br /> <br /> <br />be reduced, thereby increasing the overall efficiency of the ditch. All but two current Welch users will <( <br /> <br /> <br />continue to be served at no additional cost. The two users that cannot be served directly from the Welch <br /> <br /> <br />Ditch will either be provided with an alternate source of water or will have their ownership purchased by the <br /> <br /> <br />Ditch Company. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The project will have minimal physical impacts once construction is complete. There will be three additional <br /> <br /> <br />pump station structures; however, these will be located within the easements of the Ditch Company or on <br /> <br /> <br />private property that is owned by Ditch Company shareholders. An investigation will be conducted to review <br /> <br /> <br />whether the abandoned sections of the Welch ditch will remain as drains to accommodate runoff, or whether <br /> <br /> <br />the ditch can be backfilled. The only abandoned section of the ditch that will definitely be backfilled is <br /> <br /> <br />through the Denver West area east oflnterstate 70. <br /> <br />Permitting <br /> <br />All easements required for the completion of this project are currently held by the Ditch Company. Public <br /> <br /> <br />access right-of-way penn its will be required to install the pipeline that will extend from the pump station at <br /> <br /> <br />Lena Gulch to the Welch Ditch, and from the pump station at East Reservoir to Smith Reservoir along <br /> <br /> <br />Kipling Parkway.
