.

.

Scope of Study
City of Greeley and Weld County, Colorado
Cache La Poudre River
FLOOD INSURANCE STUDY REVISION
For the Colorado Water Conservation Board
February 27, 2001

DESCRIPTION OF PROJECT

1. PURPOSE: The purpose of this study is to revise the Flood Insurance Studies for the City of
Greeley and Weld County, Colorado with new information for the Cache La Poudre River. The
revision will revise the current detailed study through the City of Greeley and provide a detailed
study for a reach of the river upstream of Greeley in Weld County where there is currently no
detailed study. This revision will incorporate data developed previously by the Corps of
Engineers through the Flood Plain Management Services Program (FPMS). This study is being
conducted for the Colorado Water Conservation Board (CWCB) as part ofthe Cooperating
Technical Communities program of the Federal Emergency Management Agency (FEMA). The
study results will be provided to FEMA by the CWCB to revise the current effective FISs and
mapping for the City of Greeley and Weld County.

2. FLOODING SOURCE: Cache La Poudre River and Overflows

3. LIMITS OF STUDY: A detailed study on the Cache La Poudre River from the confluence
with the South Platte River through the City of Greeley upstream to the downstream limits of the
current City of Windsor Flood Insurance Study near Weld County Road 23. The length of the
detailed study reach is about 19 miles along the river channel.

4. SCOPE OF WORK:

Most of the required hydraulic analysis for the FIS revision has been completed for the previous
Corps of Engineers FPMS study. Some additional work needed is to prepare the study results in
the necessary format for submission to FEMA. Questions have been raised by the City of
Greeley regarding the overflow floodway located east ofthe U.S. Highway 85 bypass along East
8th Avenue. To resolve the questions, additional hydraulic analysis and possible revisions to the
floodway will need to done. Coordination with the State, City and County will be needed so that
the study results are accepted before they are submitted to FEMA for processing and publication.

Initial Meeting and Field Reconnaissance - Meetings with City and State officials and affected
citizens were held in Greeley on September 15, 2000. A field trip through the areas of concern
was held at that time.

1
