<br />I <br /> <br />I <br /> <br />Uon of the annual flows relative to the distribution of the annual <br />demand. A storage reservoir is the obvious solution to this problem. <br />The East Divide Creek basin and Mamm Creek basin are similar to the <br />West Divide Creek basin in that their existing irrigated areas are <br />short of water in most years. The East Divide Creek basin has a shor- <br />tage of about 1.75 ac-ft per acre. The Mamm Creek system has a simi- <br />lar shortage; however, the Mamm Creek system includes Hunter Mesa, <br />which is presently lmirrigated. Hunter Mesa, an area of about 4,700 <br />acres, is presently used to raise dry-land wheat. Most of the Mesa is <br />class 1 land which would be suitable for irrigation. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />B. Study Objectives <br /> <br />I <br /> <br />This study is intended to define project configurations which are <br />optimum under certain conditions. Several limitations on the scope of <br />the study were introduced. First, pumping of water from the Colorado <br />River was not to be included. Second, the reservoir sites were <br />limited to: <br /> <br />I <br /> <br />I <br /> <br />Kendig (2 sites) <br />Dry Hollow <br />Mamm Creek (2 sites) <br /> <br />Beaver Creek (2 sites) <br />East Divide Creek <br />Haystack <br /> <br />Buzzard Creek <br />Owens Creek <br />Yank Creek <br /> <br />I <br /> <br />The objective is to redefine a range of projects for which costs <br />have been determined. The existing project data, developed over the <br />last 50 years, should be used to the maximum possible extent. <br /> <br />I <br /> <br />I <br /> <br />C. Study Process <br /> <br />I <br /> <br />This study began with the development of a request for proposals <br />(RFP) from qualified engineering firms. The Colorado Water <br />Conservation Board (CWCB), the Colorado River Water Conservation <br />District (CRWCD) and the West Divide Water Conservancy District <br />(WOWCD) developed a scope-of-work which was incorporated into the RFP. <br />Several engineering firms responded with proposals which contributed <br />additional detail to the scope-of-work. After interviews Hydro-Triad, <br />Ltd. was chosen to perform the study. A draft contract was developed <br />and discussed; this draft contract contained further definition of the <br />scope-of-work. The study process was finally established wi th the <br />signing of the contract between Hydro-Triad, Ltd. and the CRWCD. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The study process began with the compilation of existing litera- <br />ture and data. The West Divide Project has been examined by the USBR <br />and others since the 1930's. A large body of data has been developed <br />as part of these studies.
