I

I

I
I,

I
I

1. EXECUTIVE SUMMARY

A. Introduction

I
I

In June 1985 the Colorado River Water Conservation District in
association with the West Divide Water Conservancy District and the
Colorado Water Conservation Board entered into an agreement with
Hydro-Triad, Ltd. to perform a water resources planning study of the
West Divide Creek basin and surroundings. This report presents the
results of that study.

I

The objective of this study is to develop and evaluate several
viable alternative water storage and delivery systems on the various
streams within the study area as shown on Figure I-I. The primary
project purpose is to better manage existing water supplies for
irrigation. Provision of some storage capacity for municipal and
industrial water supplies is also included. Special consideration is
~iven in this study to facilities which are less costly than those
proposed in previous studies made by the United States Bureau of
Reclamation (USBR) and others, of the West Divide Project. The intent
here is to identify alternatives which may be suitable for State and
local funding.

I
I,

I

B. Study Area

I

The study area is located in Mesa and Garfield counties in west-
central Colorado approximately 50 miles northwest of Grand Junction,
and 20 miles west of Glenwood Springs, Colorado. The project area is
bounded on the North by a 28 mile segment of the Colorado River
runnin~ between the towns of New Castle and Parachute and including
the towns of Rifle and Silt. Two National Forests, the White River
National Forest and the Grand Mesa National Forest, bound the study
area to the West and South.

I
I

The highest elevations in the area are towards the Battlement
~esa area in the South at approximately 11,000 feet. The land slopes
downward towards the Colorado River reaching a minimum elevation of
5,100 feet near Parachute. The elevation of project lands ranges from
5,200 feet to nearly 7,000 feet.

I

I

I

I-I

I
