<br /> <br />. <br /> <br />CRAFTER III <br /> <br />BASES FOR ANALYSES <br /> <br />with operating principles for the reservoir set forth in House Document <br />No. 130, 87th Congress, as amended. The preliminary studies to date in- <br />dicate that the yield of the reservoir would average between 70,000 and <br />90,000 acre-feet annually, with an estimated 25,000 to 30,000 acre-feet <br />required for use in replacing to downstream users the water diverted to <br />the eastern slope by the Fryingpan-Arkansas Project and the remaining <br />45,000 to 60,000 acre-feet available for stream fishing and new use in <br />western Colorado. Although the exact yield has not been firmly estab- <br />lished, it would be more than enough to cover requirements for any plan <br />of development for the Basalt Project outlined in this report. <br /> <br />Other potentialities in western Colorado may compete with the Basalt <br />Project for use of the available water. Gulf Mineral Resources Company <br />and Standard Oil Company of Indiana, representing the Rio Blanco Oil Shale <br />Project, have expressed a desire to enter into an option contract for <br />Ruedi Reservoir water for use in connection with oil shale development on <br />land on which they recently obtained a lease from the United States (Colo- <br />rado Oil Shale Tract C-a). Other entities have also expressed interest <br />in G'Dtaining the reservoir water. <br /> <br />Direct Flows <br /> <br />a. <br /> <br />The direct streamflows that would be available for project develop- <br />ment were estimated on the basis of streamflow conditions available from <br />1952 to 1956.
