The historic streamflow gage record will then

be extended to a length equal to the selected period of

study.

Ii

Major recorded historic diversions and depletions will be

considered in adjusting the recorded flows to obtain virgin
flows. This will involve collecting and/or estimating
historic diversions from available data sources; estimating

the consumptive uses, locations and lag periods for return

flows; and adjusting the recorded streamflows to estimated

virgin flows for the periods of record. It will be assumed

that the smaller water rights are reflected in the historic
record and they will not be considered.
