<br />I <br />I <br />I <br />,I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />. identifYing aquatic (and other water-dependent) species that are declining at <br />significant rates; <br /> <br />. evaluating the potential causes for their decline and the feasibility of reversing that <br />trend; <br /> <br />. evaluating the relative importance of the diverse opportunities (e,g. habitat protection <br />and restoration, species reintroduction, and population augmentation) to restore these <br />species and their habitat to self-sustaining levels; <br /> <br />. establishing recovery goals for species of high priority for conservation assistance; <br /> <br />. determining habitat restoration or protection measures needed to recover these <br />species; <br /> <br />. determining the approximate numbers of individuals of these species that would need <br />to be reared; <br /> <br />. determining the research, broodstock, production and grow-out capabilities needed to <br />raise sufficient numbers of each species to support the augmentation or reintroduction <br />of their population; and <br /> <br />. determining the facility staffing and budget needs to operate the NASF. <br /> <br />Opportunity will be provided for public review and comment on the Comprehensive Plan <br />prior to initial adoption and periodic revision by the CWC. <br /> <br />Contents of This Reoort <br /> <br />This report is organized as follows: <br /> <br />Section 1. Introduction. gives an overview of this report, the need for and purpose <br />of the project as well as the authorizations by the funding agencies; <br /> <br />Section 2. Development and Analysis of Alternatives. provides a description of <br />the process leading to a preliminary design and cost estimate for a NASRF at the <br />Chiles Farms site; <br /> <br />Section 3. Description of the Selected Alternative. summarizes the selected <br />project design and cost estimate; <br /> <br />Section 4. Water Supply. provides a description of the potential sources of water <br />supply for the project; <br /> <br />Section 5. Financial Program. outlines the major funding considerations for the <br />project; and <br /> <br />1-3 <br />
