The District <br /> <br />A. History of Coal Creek Water and Sanitation Association <br /> <br />A history of the organization since its formation in August of 1967 will be <br /> <br />presented. <br /> <br />B. <br /> <br />Colorado Legislation Pertaining to Districts <br /> <br />From Mr. George Vranesh, attorney, an evaluation of all current laws will be <br /> <br />presented as they pertain to water and sanitation districts, water conservancy <br /> <br />districts, and river basin authorities. It will be determined which of these <br /> <br />laws would best fit the Coal Creek Water and Sanitation Association with respect <br /> <br />to the formation of a possible entity. <br /> <br />C. Power and Authorities of District or City Sponsoring Project <br /> <br />Determined by 8 above, "Colorado Legislation Pertaining to Districts". <br /> <br />D. Financial Status <br /> <br />The bonded indebtedness of each municipality will be investigated. This <br /> <br />investigation will include the municipalities' present bond rating, the type of <br /> <br />bonds each has issued (i.e., revenue or general obligation) and the pay-back <br /> <br />period on their current bonded indebtedness. This will be presented in such <br /> <br />a way as to reflect their future bonding capability with and without growth. <br /> <br />In addition, the current tap fees will be evaluated and recommendations will <br /> <br />be set forth for adjusting their present tap fees as such adjustments are <br /> <br />necessary. <br /> <br />E. Physical Assets <br /> <br />The physical assets (i.e., water rights, raw water storage, filter plants, <br /> <br />transmission 1 ines, finished water storage facilities, pumping stations, waste <br /> <br />disposal plants) have been evaluated in previous reports. These evaluations <br /> <br />will be updated and included in this report. <br /> <br />2 <br />
