Introduction <br /> <br />This proposed report is divided into five general sections. The first <br /> <br />section provides general location information including a project map, general basin <br /> <br />description, and cl imatic conditions. <br /> <br />The second section deals with background information of the Coal Creek Water <br /> <br />and Sanitation Association,. possible alternatives pertaining to a legal entity <br /> <br />including the laws and powers of the possible entities as set forth in Colorado <br /> <br />statutes. The second section also concerns the financial capabilities of the <br /> <br />respective municipalities and how these capabilities can best be utilized in <br /> <br />carrying out a joint water development project. <br /> <br />The third portion of this proposal refers to the projected land use of those <br /> <br />areas lying within the boundaries as designated in the comprehensive plans of the <br /> <br />respective municipalities and sets forth recommended boundaries for the entity. <br /> <br />The fourth section of this report deals with the requirements and supply. This <br /> <br />section also evaluates all water development plans that can be developed by this <br /> <br />proposed entity. <br /> <br />The fifth section of this report sets forth recommendations pertaining to <br /> <br />district boundaries, district formation, what project should be investigated for <br /> <br />construction and finally how this project might be funded. <br />
