<br />, <br /> <br />> <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />;~l <br /> <br />EXHIBIT A <br />SCOPE OF SERVICES <br /> <br />INTRODUCTION: SCOPE AND PURPOSE <br /> <br />Scope <br /> <br />This study will focus inquiry on Bent, Otero, Prowers, and southern portions of Crowley <br />and Kiowa Counties of Southeastern Colorado, and the larger area affected both socially <br />and economically by the Ft. Lyon Canal Company. Phase I will deal with the question of <br />the effects of possible transfers of irrigation water out of the Ft, Lyon system, either on a <br />temporary or a permanent basis. It will also deal with alternatives to transfers and <br />describe the effects expected to occur from these alternatives. It will establish baseline <br />conditions with which to consider and evaluate alternatives over the mid-range future. <br /> <br />Phase II will detennine feasibility of certain alternative approaches which have been <br />identified in Phase I to water transfers from the Ft. Lyon system, It will proceed to <br />formulate preliminary designs of facilities and programs, and propose steps for <br />implementation. The following sections provide details on the Project Team and the <br />Project Plan. <br /> <br />Purpose <br /> <br />The purposes of the study are to: <br /> <br />. Clearly define and present the motivating factors and issues involved in the large- <br />scale transfer of water from the Ft, Lyon Canal, so as to inform the public and the <br />State of Colorado of the consequences of alternative outcomes. <br /> <br />. In the process of conducting the study, develop and present a methodology for <br />similar inquiry into the consequences of large-scale water transfer actions in <br />Colorado in the future. <br /> <br />PROJECf TEAM: AN INTERDISCIPUNARY APPROACH <br /> <br />An inter-disciplinary team is a group of professionals with different skills and knowledge <br />who work together toward common project objectives with a blending of functions and <br />mutual support. <br /> <br />The Ft, Lyon Study requires the diverse professional skills offered by this team approach <br />because the study topic is complex and encompasses multiple disciplines. The team <br />approach will produce a comprehensive yet focused work product which is useful to the <br /> <br />1 <br />
