Direct beneficiary is State of Colorado, through <br />CWCB and other water resource agencies, who will use analysis to make policy decisions <br />and recommendations. Indirect beneficiaries of study and report would be the Board <br />and shareholders of the Fort Lyon Canal Company, as well as numerous other indirect <br />beneficiaries throughout the Arkansas Valley and statewide. <br /> <br />Are there any specific statutory citations which require an outside contractor to perform this <br />service? If yes, cite statute. <br /> <br />SB 92-87 can be read to contain an implied intent of the General Assembly that the <br />study be performed by an outside contractor since no FIE was added, $100,000 was <br />authorized, and this is the traditional method by which ('WrB has conducted large <br />studies. <br /> <br />How long have you been purchasing these services through contracts? <br /> <br />Since at least 1971 when the Legislature established the construction fund. While this <br />particular study is fairly unique, the CWCB construction fund has contracted for <br />engineering feasibility studies since 1971. <br /> <br />Identify the specialized skills that are being purchased. <br /> <br />Registered attorney, professional engineering, as well as professional level economist <br />and sociologist; with a requirement that contractor integrate the analysis of these <br />disciplines into a comprehensive community-wide analysis of the threat of loss of <br />irrigated agriculture. <br />
