<br />. <br /> <br />. <br /> <br />Approach: <br /> <br />90.1 Obtain and Process Data. Conduct a search of available base map data, acquire digital <br />images and develop a digital GIS image base for use in irrigated lands mapping and <br />assessment. The best data for this purpose are digital orthophoto quarter quadrangles <br />(DOQQs). As of July 2002, these data are available for over 90 percent of the study area. The <br />remaining areas are scheduled to have DOQQs available in 2003 except for 30 quadrangles. <br />For these areas, moderately high-resolution (6m)-satellite imagery from the India Remote <br />Sensing (IRS) satellite will be obtained. The State will provide the Contractor with currently <br />available DOQQs for this task; data not available with the State will be acquired by the <br />Contractor. Data to be used include the following: <br /> <br />· All available 1 meter DOQQs for South Platte and North Platte River basins. These <br />DOQQs are based on aerial photographs acquired during the 1990s. It is anticipated that <br />portions of 370 quads will be needed for the study area. <br />. 6m IRS digital, panchromatic satellite images of areas not covered by the DOQQs <br />described above. Cloud-free images will be acquired from an irrigation season during the <br />late 1990s or, preferably, from the year 2000. It is anticipated that a total of 30 <br />quadrangles of IRS satellite imagery will be needed. <br />. Division of Water Resources Basin delineation. <br />. USGS Quad24 boundaries with index. <br />. USGS Digital Raster Graphics (DRGs) quads and index. <br /> <br />90.2 Determine Field Polygon Boundaries. The Contractor will digitize field boundaries on <br />the DOQQ and IRS satellite image base maps using as a reference the multispectral Landsat <br />imagery described in Task 89.2. Field boundaries delineated by NCWCD and center pivot <br />locations delineated by CSU using base images from the late 1990s will be used as reference. <br /> <br />Deliverables: <br /> <br />90.1 A digital, seamless, high-resolution image database covering the entire South Platte and <br />North Platte River basins. The database will be efficiently stored and accessed with data <br />compression tools, such as Mr. Sid, from LizardTech, Inc. The data compression software <br />will be purchased for use in the DSS, the cost of which is included in the budget shown for <br />Task 90.1 in Exhibit D. In addition to data in digital format, one set of hard copy color maps <br />of all quadrangles will be printed on 24 inch by 36-inch paper at an appropriate scale. <br /> <br />90.2 Technical memoranda describing: the source and characteristics of satellite images and <br />orthophotos; the processing involved in preparing the seamless digital image base; and, <br />procedures for delineating the irrigated parcels. <br /> <br />90.3 Digital coverages of irrigated parcels from both wells and surface water for the entire study <br />area. Parcel boundaries for Divisions 64, 1, 2, and 3 will be in final format. Irrigated parcel <br />boundaries for all other districts will be in draft format, and will be finalized during Phase 3. <br /> <br />Page 5 of 26 Pages <br />
