GENERAL <br /> <br />Location <br /> <br />Larkspur, Colorado is located approximately ten miles south of Castle Rock <br /> <br /> <br />on Interstate Highway 25 in Douglas County. The unincorporated town is <br /> <br /> <br />situated along a paved county road and on both banks of East Plum Creek, a <br /> <br /> <br />tributary of the South Platte River. <br /> <br /> <br />Tracks of the Denver and Rio Grande Western Railroad and the Atchison, <br /> <br /> <br />Topeka and Santa Fe Railroad pass through the community. <br /> <br />The Perry Park Water and Sanitation District includes lands located north <br /> <br />of Larkspur. The district's boundaries abut a part of the community. <br />Service Area <br /> <br />The service area is shown on Map 1 at the rear of this report. The <br />proposed boundaries of the service area are drawn in red. The area includes <br /> <br />approximately 1129.2 acres. The principal concern of the residents is to <br /> <br />provide water and wastewater systems for the immediate Larkspur area. However, <br /> <br /> <br />existing and new homes along Fox Farm Road south of Larkspur indicate the <br /> <br /> <br />potential for new development and the need for adequate water and wastewater <br /> <br /> <br />systems in that area. In addition, the American Federation of Human Rights <br /> <br /> <br />owns most of Section 33 shown on Map 1. The Federation has expressed an interest <br /> <br /> <br />in having all of their holdings included in the service area. <br /> <br /> <br />The present low population density in areas outside of the Larkspur <br /> <br /> <br />community itself may preclude construction of water and wastewater systems to <br /> <br /> <br />those areas at present. However, continued growth may eventually make it <br /> <br />economically feasible to extend water and wastewater systems throughout the <br /> <br />proposed service area. <br /> <br />4 <br />
