In view of the million <br />dollar plus cost of a partial depth slurry wall, which mayor may not significantly reduce <br />seepage loss, the possibility of transferring the Hourglass Reservoir water right to another <br />reservoir with low seepage losses should be considered. Such a transfer obviously involves <br />economic, legal and operational flexibility considerations. The reservoir selected should be <br />capable to being safely and economically enlarged to provide the necessary replacement storage <br />capacity. <br /> <br />7.3 <br />
