This
includes supplying communities and industries outside of the City.

The water use projections for Greeley's service area are based upon a historical average
domestic consumption rate of 240 gallons per capita per day for the service area, and
population projections from the 1986 City of Greeley Planning Department Comprehensive
Growth Study. Population projections from 1990 through 2015 are shown on Figure 4,1, In
1989, however, the City population was 60,216, This is significantly below the projected
population of 65,000 for 1990. The shortfall appears to be largely the result of negligible growth
in 1987 and 1988. These two years are characterized by severely depressed conditions. This
short term event does not justify altering the established long term population projection,
Therefore, the 1990-2015 Greeley Planning Department growth projections have not been
changed, A population of 9,524 that live outside of the City was also served in 1989,

The projected 2015 annual water demand is 12,68 billion gallons, as shown on Table 4,1, This
includes 8.2 billion gallons for the City and 4.4 billion gallons for users outside of the City.
Included are the major industrial firms of Hewlett-Packard, Kodak, Montford, the City of Evans
and others. Information from the "Boyd Lake Plants Raw Water Supply and Treatment Study",
James Montgomery, 1985 was used to project future water demands outside of the City.

Table 4.2 shows projected annual water use from 1965 to 2015, The actual water use from
1985 was 7,050 milion gallons. It was 8,030 million gallons in 1989, an increase of 245 million
gallons per year, The 1990 project annual water use Is therefore, projected to be 8,030 plus
245 equals 8,275 million gallons. This 1990 estimate is somewhat higher than a prior estimate,
but is more consistent with actual growth. No other projected use numbers were changed,

The projected water use for 2015 is 12,618 million gallons, an increase of 4,343 million gallons
or a 52-percent increase, in 25 years, Average daily water use will increase from 22,7 to 34,6
million gallons per day.

4-1
