Dn~t SO-OO-SOl. <br />WHEREAS, re4uired approval. clearance and coordination has been accomplistled from and with appropriate <br />agencies: and <br /> <br />WHEREAS. the Colorado River Basin Salinity Control Act <br /> <br />(Act). 43 D.S.C. 1571. et ~ (Public Law 93-320. as amended <br />by Public Law 9S-569) authorized the Secretary of the Interior <br />(secretary) to construct the Grand Valley Salinity'control Unit <br />(unit) for the purpose of reducing salt loading to the Colorado <br /> <br />River caused by the seepage of irrigation water from the <br /> <br />irrigation delivery systems in the Grand Valley: and <br /> <br />WHEREAS, Stage I of the unit involves the lining of the <br /> <br />Government Highllne Canal and the improvements of the laterals <br /> <br />under that canal. which laterals are already owned. operated. <br /> <br />and maintained by the Grand Valley Water Users Association; and <br /> <br />WHEREAS. construction of Stage II of the unit will entail <br /> <br /> <br />the lining, or placing into pipe. of laterals under the canals <br /> <br />Which divert water to.the Grand Valley. and the combining of <br /> <br /> <br />existing laterals into fewer and more efficient facilities <br /> <br />'. <br /> <br />where appropriate; and <br /> <br />WHEREAS, the Act requires that the laterals thus improved <br /> <br />be operated and maintained by non-federal entities and that the <br /> <br />Secretary, prior to the initiation of construction of the <br /> <br />laterals. enter into contracts with non-federal entities for <br /> <br />the long-term operation and maintenance of the improved <br /> <br />laterals. which contracts will provide for reimbursement of the <br /> <br />]95-53-<YHO.14 <br /> <br />Page I of -1L pages <br />'(See instruL.tiunsonrever.s<:uflast page.) <br /> <br />0974E <br />
