That occurred in part. because the <br />section chief resigned during that interval. and some <br />activities were not handled expeditiously. We were also <br />experiencing problems with the performance of the consulting <br />engineering firm responsible for construction supervision. <br />That firm changed project managers with frustrating frequency. <br />and we concentrated our efforts on keeping the construction <br />process as to close to schedule as possible. <br /> <br />In addition to the second amendment we are preparing a <br />third amendment to raise the project encumbrance according to <br />inflation compliance with state requirements. and the cost of <br />project changes. <br /> <br />In the future we will carefully monitor the expenditure <br />rate for all projects against the ceiling and will make no <br />additional obligations until a new encumbrance ceiling is <br />approved. We have no intent to incur obligations in the <br />construction of water projects which are not approved by virtue <br />of statutory authorization. <br /> <br />DWW/dbr <br />
