Indicate any water supply and water quality problems <br />associated with the existing Straight Creek diversions. <br /> <br />2. Determine whether a small reservoir or diversion <br />structure on Lasky Gulch could be a feasible <br />alternative. If so. determine storable inflow. <br />capacity. preliminary cost. and how the reservoir could <br />be used in conjunction with Denver's proposed Straight <br />Creek diversion project. <br /> <br />3. Determine what options are available to provide Dillon <br />and Dillon Valley with a reliable water supply from <br />both quality and quantity perspectives. Discuss the <br />feasibility and estimate the cost of these alternatives. <br /> <br />4. Discuss possible utilization of Old Dillon Reservoir <br />and its associated direct flow decrees as an <br />alternative. <br /> <br />5. Summarize the results and make recommendations <br />concerning alternative water supplies for Dillon and <br />Dillon Valley. including discussion of legal issues and <br />costs based upon alternative financing mechanisms. <br /> <br />For Obiective D: <br /> <br />1. Analyze and review how the operations of Dillon <br />Reservoir. Green Mountain Reservoir. the Goose Pasture <br />Tarn. and future projects could be integrated in a <br />manner that provides for both diversion uses and <br />instream flows. Outline a mitigation plan that will <br />meet requirements of the Bureau of Reclamation for <br />water users within Summit County to obtain Green <br />Mountain Reservoir water service contracts. This will <br />require consultation with the Bureau of Reclamation and <br />other federal and state agencies. <br /> <br />2. Summarize the results and discuss findings. The <br />discussion should include the legal and other <br />institutional issues that have to be addressed to <br />implement an integrated operations plan. including <br />appropriate roles for the Denver Water Department. <br />Colorado River Water Conservation District. Summit <br />County. State Engineer. and CWCB in such a plan. <br /> <br />Study Report <br /> <br />A final report will be ~repared to describe the study <br />process and the results of the study. <br /> <br />-4- <br />
