From confluence with Swan River to Barton Gulch. <br />c. From Breckenridge to Goose Pasture Tarn. <br /> <br />3. Factor out existing and futul:e water rights to <br />calculate real minimum stream flows. <br /> <br />a. Compare predicted hydrology with the instream flow <br />rates identified in the Green Mountain Water <br />Marketing Program Final I:IS. Indicate how often <br />and when the predicted stream flows drop below <br />those rates under present and future conditions. <br /> <br />b. Compare predicted hydrology with the minimum of one <br />day three year and thirty days three year (lQ3 and <br />30Q3) rates identified in the NPDES permit(s) for <br />discharger(s) on the Blue River. Indicate if the <br />lQ3 and 30Q3 rates are adequate under present and <br />future conditions. <br /> <br />c. Evaluate the amount of augmentation water needed to <br />meet the present and future water uses and the <br />amount necessary to protect the instream uses for <br />the most critical stream reaches. <br /> <br />4. Augmentation Sources. <br /> <br />a. Review the existing operation of the Goose Pasture <br />Tarn. Indicate the operational changes possible so <br />that the reservoir could be used in an optimum <br />manner to meet in-basin demands during the most <br />critical periods. Investigate the legal or other <br />institutional changes that would have to be made to <br />change the operation of the Tarn. <br /> <br />b. Review the cost and feasibility of enlarging the <br />capacity of the Tarn concurrently with the <br />reconstruction of the spillway. Analyze how much <br />additional water is available from such an <br />enlargement and at what cost it could be made <br />available. <br /> <br />c. Investigate the preliminary feasibility of smaLl <br />reservoir sites in the Upper Blue Basin above the <br />confluence with the Swan. Sites that have been <br />previously identified include Indian Creek, Upper <br />Mohawk. two sites identified by Lee Brill. and a <br />site identified by the Blue River Water District. <br />The analysis should include estimates for storable <br />inflow. cost. whatever geotechnical analysis is <br />possible without field testing. and review of <br />environmental "fatal flaws." <br /> <br />-2- <br />
