Higbee <br /> <br />Subject: Proposal for Performing the Feasibility Study for <br />Improvements and Rehabilitation to the Manvel <br />Canal <br /> <br />Gentlemen: <br /> <br />We are pleased to submit this proposal for performing the feasibility study for <br />improvements and rehabilitation to the Manvel Canal in accordance with our <br />discussions. The feasibility study will be made following the Colorado Water <br />Conservation Board Guidelines to qualify the improvements and rehabilitation for funding <br />in part by a loon from the Colorado Water Conservation Board Construction Fund. <br /> <br />In general, the services we propose consist of determining the feasibility of <br />improvements and rehabilitation of features of the Manvel Canal. <br /> <br />Specifically, our services would include the following tasks: <br /> <br />I. Determining the feasibility of a pumping station on the Arkansas River located <br />3,6 miles downstream of the existing diversion dam; <br /> <br />2. Determining the feasibility of a 0.4 mile of buried conduit from the pumping <br />station to the Manvel Canal; <br /> <br />3. Investigating alternatives and determining the feasibility of rehabilitating 6 to 8 <br />miles of the Manvel Canal; <br /> <br />4. Preparing a feasibility report in 10 copies to be distributed as requested by the <br />Manvel Canal and Irrigation Company to the Colorado Water Conservation <br />Boord, the Manvel Canal and Irrigation Company, and other agencies. The <br />format and coverage for the report will be as detailed in "Guidelines for <br />Assistance in the Conservation and Utilization of Colorado's Water Resources <br />Through the Colorado Water Conservation Board Construction Fund," <br />Department of Natural Resources, Colorado Water Conservation Board, 1978, <br />modified as applicable for this project. <br /> <br />We suggest as the basis of compensation for the above-described services the <br />following criteria: <br /> <br />I. 2.5 times the allocated payroll cost of staff personnel based on the net time <br />directly expended on the work, plus <br />
