OMID obtains its revenue from assessments on irrigated lands within the <br />District. This revenue can be adjusted as needed to pay for operational <br />costs and payback on the CWCB loan, <br /> <br />4, OMID has formed a separate entity (the Mutual Mesa Enterprise) to own <br />and operate the new facilities. It is exempt from requirements of <br />'Amendment 1'. <br /> <br />Three separate alternatives for improving the MML ditch were evaluated as <br />follows: <br /> <br />1) Replace the existing ditch with a 24 to 30 inch diameter pipeline, <br /> <br />2) Replace the existing ditch with a reinforced concrete ditch system, <br /> <br />3) Take no action, <br /> <br />The project has been divided into three phases as follows: <br /> <br />The CWCB and NRCS funds apply only to Phase I, which is scheduled for <br />completion in April 1997, No schedule or funding has been established for Phases 2 and <br />3, <br /> <br />NRCS has prepared a complete design for the pipeline alternative. The Phase 1 <br />design and bid schedule was used as a basis for estimating costs for Alternate No.1, <br />For this report, a preliminary design was prepared for an equivalent concrete-lined ditch <br />and a cost estimated was developed for that alternative, The pipeline alternative has the <br />lowest total cost and lowest annual cost. In addition, an evaluation decision matrix was <br />prepared to evaluate non monetary costs, The pipeline had a much higher score on the <br />evaluation matrix than the concrete-lined ditch, The pipeline scored higher on salinity <br />reduction, water savings, safety and liability, ease of use, shorter construction period, and <br />longer life cycle, The alternative selected for this project is to replace the existing MML <br />Ditch with a pipeline. Estimated total cost is $925,940. <br />
