<br />NRCS calculated the estimated cost of construction for the pipeline to be <br />$1,301,640 for all three phases. Assuming a 25 year life, and using an <br />8.25% interest rate, the annual cost to amortize this project is $124,550. <br /> <br />In addition, NRCS calculated the reduction of ditch maintenance costs if the <br />project was completed. Basec:l on data from the Grand Valley Salinity <br />Program monitoring and evalllation report of 1992, the estimated reduction <br />of maintenance is $1.00 per foot of lateral. Therefore, maintenance costs <br />for aMID would be reduced by $21,530 per year following installation of <br />the pipeline. The total economic benefit of improvements (salinity <br />reduction plus reduced O&M) is estimated to be $158,338. <br /> <br />NRCS calculated the following benefit to cost ratios: <br /> <br />a. Salt reduction:annual repayment costs = 1.1: 1.0 <br />b. Salt load reduction:construction costs plus maintenance cost = <br />1.27: 1.0. <br /> <br />NRCS calculated 3 alternatives for the project as follows: <br /> <br />1. No Action. Ditch seepage and salt loading to the Colorado River <br />would continue. <br /> <br />2. Install underground irrigation pipeline to eliminate ditch seepage. <br />Increase the USDA goal of 1200 acres of wildlife habitat <br />improvement by the 9.5 acres impacted by the pipeline installation. <br /> <br />3. Install underground irrigation pipeline to eliminate ditch seepage. <br />Replace the 9.5 acres of wildlife habitat impacted by the installation. <br />Replacement to be concurrent with pipeline construction. <br /> <br />Alternative #3 was selected by aMID and USDA as the preferred <br />alternative. It was decided that replacement of wildlife acres will be <br />performed with the current replacement program. The replacement acres <br />will be part of the contract, will be installed concurrent with construction, <br />and will be maintained as required by the Colorado River Salinity Control <br />(CRSC) contracts operation and maintenance agreement. <br /> <br />2. <br /> <br />Cost Effective Review by Bur...au of Reclamation. <br /> <br />The Bureau of Reclamation is involved only in off-farm salinity control <br />programs. Their primary goal is to reduce seepage in the canals and <br />laterals which carry irrigation water to the farm headgates.
