One to two trucks would <br />transport materials and construction equipment to the staging site via a dirt road <br />off of U.S. Highway 550. The staging area is graded and has a surface of <br />smoothed dirt and gravel. Construction equipment transported by helicopter from <br />the staging area to the project site would consist of an air compressor, cement <br />mixer, water tank, drill, and two or three jackhammers. This step would take <br />about one-half day. <br /> <br />Step 2. Site and Foundation Preparation - This task would involve removal <br />of the existing structure and preparation of a suitable foundation upon which the <br />concrete wall can be constructed. This is likely to involve mostly hand-work with <br />some jackhammer work to make sure that the wall is constructed on a sound <br />foundation. This step would take three workers about 3 days to complete. <br /> <br />Step 3. Wall Construction - This task would entail movement of the <br />remaining construction materials (mortar. water, steel, and sand) and equipment <br />(cement mixer) to the site and construction of the wall. A helicopter is likely to be <br />needed for about 1 day to ferry these construction materials to the site. Due to <br />the fairly large wall height (a maximum of 12 feet) in places, it is expected that <br />some type of scaffolding would also be needed. The resulting wall would be <br />about 30 feet long and about 12 feet high. This activity also includes removal of <br />the construction equipment and any remaining materials from the site using a <br />helicopter after completion of the work. This step would take 4 workers about 10 <br />days to complete. <br /> <br />The estimated (.onstruction cost of the proposed project is $86,000. This <br />cost reflects the remote location of the project and the need to use a helicopter for <br />required materials and equipment. Since the estimated cost is less than <br />$100,000, current Corps regulations do not require plans and specifications. The <br />contract would be issued to a minority contractor under Section 8 (a) of the Small <br />Business Act {15 U.S.C. 637 (a)). If a debris flow exits the channel, damages <br />could exceed $700,000. With the potential for such extensive damages in the <br />event of streambank failure, the project is needed and justified to provide <br />protection to the public facilities. <br /> <br />5 <br />
