The District has been approved for funding by the CWCB to prepare a feasiblity study. l-his Scope of Services olJtlines the engineering worl< that will be performed during the course of the study and the estimated man-hours required to perform each step of the study. General Study Scope The study will generally consist of two major stages which are: 1) an appraisal evaluation of the water supply options to determine which is the best alternative and 2) a feasiblity study on one or two (at the most) alternatives ld2~tified during the appraisal stage that appear to be viable. To date the District has not performed a comprehenSive evaluation of all the water supply alternatives which would show the option(s) that is the best. There have been studies of some of the options, such as additional deep wells and constructing a pipeline frOM the South ])ur"'ango Water District system to the District. The appraisal level study would identify all of the alternatives and evaluate them on an equal basis to determine which plan is best. rhe ~lternative water sources include: Lightner Creek, LaPlata Rlver, a reservoir on a tributary near the District, an existing reservoir near the District, the City of DU'r'ango, South Durango Water District, the Animas-LaPlata Pt"'oject (in about 10 years), wells, and there is the possibility t,hat other options will be identified during the study. Tt,e appraisal evaluations would probably result in one plan that is the most feasible, but it is possible that two of the plans may be nearly equal and would require feasibility level study. Once the best pla~(s) are identified the feasibility level studies would then begin. Since the plan is not presently known, the engineering evaluatiol~s rec~uired can be discussed only in a general sense. The pt"'ocess to be followed during the feasibility levBI studies is described below but the estimated man-haut's and associated costs should be renegotiated after the best plan(s) is identified. ~or instance, 3 ~'~set'voi~' would require significantly different studies than a ll~ng pipeline. l"he three sections below describe the specific wOt'K iter~s for e3cJl staoQ and tile estinlated enginee'r'ing costs.
