<br />CHAPTER V <br /> <br />PLAN OF DEVELOPMENT <br /> <br />Phvsical Plan <br /> <br />. <br /> <br />The Buckeye Reservoir was originallY designed to hold 4,500 acre foot of <br />water but for some reason, the reason unknown to us at this time, the dam was <br />never completed to its designed height. The Buckeye Reservoir Dam has a physi- <br />cal appearance of a truncated pyramid with the base of the dam being approxi- <br />mately 445 feet in length and the tOp of the dam 220 feet wide. The existing <br />outlet gate is of a rather unique design, a design of which is no longer in <br />manufacture. The Buckeye Reservoir Darn does not have a spillway, and the crest <br />of the dam is not constructed to a uniform grade. The State Engineer has re- <br />stricted the capacity of the Buckeye Reservoir to 900 acre feet since the <br />existing dam does have a method to ildequately dispose of flood waters other than <br />overtopping the dam. <br /> <br />The proposed project will consist of: preparing a flood study to determine the <br />maximum probable flood; construct t~e crest of the dam to a uniform grade with <br />compacted fill and provide a five foot free board; construct a spillway to <br />safely accommodate the maximum probilble flood; and provide a new gate, gate <br />operator, and outlet works. <br /> <br />By constructing the crest of the dam to a uniform grade and providing a five <br />foot free board the dam could be fiiled to the lowest point on the existing <br />crest and the reservoir would have II capacity of 1,600 acre foot as compared <br />to the restriction of 900 acre foot at the present time. <br /> <br />Geologic Investigations <br /> <br />. <br /> <br />Even though the State Engineer has restricted the Buckeye Reservoir to a capa- <br />city of 900 acre feet the Buckeye Reservoir has filled and spilled many times <br />throughout the years due to poor operating practices. Geologic investigations <br />of the reservoi.r have not been made, nor will they be required, since no addi- <br />tional water will be stored above the existing crest which has shown structural <br />stability to impound 1,600 acre foot of water. <br /> <br />Design <br /> <br />The design to be incorporated into the proposed rehabilitation of the Buckeye <br />Reservoir dam and the determination of the maximum probable flood will follow <br />the criteria set forth in the Ve6~gn 06 Smatt Vamo as prepared by the Bureau <br />of Reclamation. The design of the proposed spillway will not be initiated un- <br />til the State Engineer and the Colorado Water Conservation Board have approved <br />the flood study. The outlet gate, gate operator and outlet conduit will be <br />constructed of materials normally used in small dams and of a modern design. <br /> <br />Sedimentation <br /> <br />The Buckeye Reservoir Dam has been successfully operated for approximately seventy <br /> <br />V-I <br />
