4. Funding for each component item shall be determined as part of the budget process
as follows:
a. The budget required by Art. III, Sec. 1(b)(2) (ri) and (iii) shall be prepared based
on a maximum expenditure of $375,000 and contain line items describing budget compqnents with
sufficient specificity that each Participant can detemune whether it wishes to fund each line item.
b. Unless any Participant objects to a line item, the budget may be adopted as
presented.
c. Any PaRicipant may decline to fund all or part of a line item, in which event, to
accommodate the shortfall, other Participants may increase their funding or the budget shalt be
modified.
ARTICLEIII
Respective Rights and Liabilities of Study Participants
Study Govemance.
a. �reation of Study oard. Each of the Study Participants that actually distributes
water to end users, as well as Douglas County, the Denver Water Board, and the Colorado River.
Water Conservation District shall be entided to appoint one representative to serve on the "Study
Board."
Any person appointed to serve on the Study Board shall be appointed by the governing body
of a Study Participant, but need not be a member of the goveming body of the Study Participant that
makes the appointment, and shall serve at the pleasure of the governing body making the
appointment. Each Study Participant may select one or more altemates who may act as a member
of the Study Boud in the absence or unavailability of the person selected by that Study Participant.
The Study Board may designate persons from entities that aze not Study Participants to attend
Study Board meetings and act as advisors to the Study Boazd.
b. Powers of Study oard. The powers and duties of the Study Board, aze:
(1) To govem the business and affairs of the Study and to establish the
policies of the Study.
(2) To exercise all power over the Study, including but not limited to:
(i) electing a President, Vice President, Secretary and Treasurer;
(ii) adopting a budget for the administrative costs of the Study Board
by approval of the governing bodies of the Study Participants;
