Lochhead <br />Executive Director, DNR <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Daries C, Lile, P.E. <br />Director, CWCB <br /> <br />FROM: <br /> <br />John Van Sciver <br /> <br />./' <br /> <br />DATE: <br /> <br />October 26, 1994 <br /> <br />SUBJECT: Agenda Item 29p., November 3-4, 1994, Board Meeting-- <br />Castle Pines North Metro District <br />Approval of a Construction Fund LoaD. in amount of $301,500 to rehabilitate <br />3 district wells, AND approval of a 1 YEAR EMERGENCY Construction <br />Fund Loan in amount of $100,500 to allow the District to rehabilitate <br />well A-3 this winter. <br /> <br />BACKGROUND <br /> <br />The Castle Pines North Metro District, located north of Castle Rock in Douglas County, has <br />submitted an application for funding to rehabilitate 3 deep wells that draw water from the <br />Arapahoe aquifer. The District is requesting a loan in the amount of $301,500 (75% of the <br />estimated $402,000 total cost), The District is also requesting a 1 YEAR emergency loan for <br />$100,500 that would be paid off when the $301,500 loan is authorized, The emergency loan <br />would allow the District to rehabilitate their well A-3 this winter. <br /> <br />The District has been monitoring the water levels in their three wells (A-I, A-2, and A-3) for <br />the past two years, July 1994 readings indicated some water level declines, but no imminent <br />problems, On August 20, 1994, well A-3 ceased to function, The pump was pulled September <br />13 and it was discovered that the water level had dropped below the pump, Measurements at <br />well A-2 now indicate only 20 feet of water over the pump; a decline of 20 feet from the <br />previous reading, Although the wells are approximately 2300 feet deep, the pumps in all the <br />wells were installed at 1000 to 1200 feet, their maximum design depth, <br /> <br />The District hired Jim Jehn of Jehn Water Consultants, Inc, to evaluate various alternatives, and <br />to prepare an engineering cost estimate for the preferred project. The selected approach involves <br />installing new pumps in each well, at a new depth of approximately 1550 feet. <br /> <br />Once rehabilitated, each well will have a capacity of 500 GPM, and the total system will deliver <br />an average of about 400 acre feet per year, <br />
