Feasibility Report for Improvement ofPaonia's Water Supply System'
Town of Paonia
April 21, 2000

EXECUTIVE SUMMARY

GEl Consultants, Inc, (GEl) in association with WestWater Engineering (WestWater) and BBC
Research and Consulting (BBC) was retained by the Town of Paonia in 1999 to perform a
feasibility report for the improvement ofPaonia's water supply system.

The Town's water supply system includes 14 spring collection units with a total .water right of
9,9 cfs, approximately 20 miles of raw water supply pipelines, Todd Reservoir,t,Wo small water
treatment plants and three treated water storage tanks,:;-.:':it. ,{; 7
WestWater estimated the firm yield of the Town's water supplisystern:i'\t approximately 203
million gallons (623 acre-feet), This is a 2-yearl;lverage..based on the)989-1990 drought event
and is based on correlations between snow;pabk~hd t;rea~ent plant inflows.
A comparison of the average annual fi!ffi' yield and 1999 pianiinflows indicates that the Town
currently has a tap deficit of about 1 Q9iaps and. th~e could be severe water shortages during dry
