I I I II I I I I I I I I I I I I I I I I I -4- CHAPTER I - GENERAL INFORMATION The Town of Oak Creek is located on State Highway 131, approximately 18 miles south of the town of Steamboat Springs in Routt County. Sheriff Reservoir, owned by the Town of Oak Creek, is located approximately 14 miles south and west of the town on the boundary of the Flat Tops Wilderness Area. The reservoir can be reached from the town via several Forest Service roads, including Route 16, which is the major route between the Yampa River basin and the White River basin; and Routes 959 and 960, which are dirt roads providing access to the reservoir and the wilderness area. The location of the town, the reservoir, and other geographic features in the vicinity of the project site are shown on Figure 1. The reservoir is located in relatively harsh terrain at the boundary of the Flat Tops Wildnerness Area at elevation 9730 feet (NGVD). The area is heavily vegetated and is characterized by long, cold winter periods. Snowfall is generally heavy and long periods of heavy runoff are common. Summer months are typically cool and frequent rainfalls occur. Because of the relatively long periods of freezing temperatures that occur at the site, concrete struc- tures are subjected to numerous freeze-thaw cycles every year. Other signifi- cant considerations related to the project include the relatively short available construction period (July 1 through September 30) and potential environmental impacts resulting from construction activities. Sheriff Reservoir dam, called Sheriff Dam, was originally constructed in 1954-1955. The original dam was constructed to a hei9ht of 48 feet. In 1965, the dam was raised 10 feet to its current height and the current concrete ogee spillway was constructed at the location of the then-existing open-channel spillway. Pertinent data on Sheriff Dam, as given in the 1980 C. T.
