Sheriff <br />Reservoir, owned by the Town of Oak Creek, is located approximately 14 miles <br />south and west of the town on the boundary of the Flat Tops Wilderness Area. <br />The reservoir can be reached from the town via several Forest Service roads, <br />including Route 16, which is the major route between the Yampa River basin and <br />the White River basin; and Routes 959 and 960, which are dirt roads providing <br />access to the reservoir and the wilderness area. The location of the town, <br />the reservoir, and other geographic features in the vicinity of the project <br />site are shown on Figure 1. <br /> <br />The reservoir is located in relatively harsh terrain at the boundary of <br />the Flat Tops Wildnerness Area at elevation 9730 feet (NGVD). The area is <br />heavily vegetated and is characterized by long, cold winter periods. Snowfall <br />is generally heavy and long periods of heavy runoff are common. Summer months <br />are typically cool and frequent rainfalls occur. Because of the relatively <br />long periods of freezing temperatures that occur at the site, concrete struc- <br />tures are subjected to numerous freeze-thaw cycles every year. Other signifi- <br />cant considerations related to the project include the relatively short <br />available construction period (July 1 through September 30) and potential <br />environmental impacts resulting from construction activities. <br /> <br />Sheriff Reservoir dam, called Sheriff Dam, was originally constructed in <br />1954-1955. The original dam was constructed to a hei9ht of 48 feet. In 1965, <br />the dam was raised 10 feet to its current height and the current concrete ogee <br />spillway was constructed at the location of the then-existing open-channel <br />spillway. Pertinent data on Sheriff Dam, as given in the 1980 C. T.
